The Malta Communications Authority received four offers, with price tags ranging from Lm4,500 to Lm17,300 from reputable audit firms for a feasibility study leading to the development of a regulatory information management system.
Offers were received from Ernst and Young Ltd at Lm4,500, PriceWaterhouseCoopers at Lm12,500, KPMG at Lm 15600 and from Bureau Van Dyik-Management Consultants at EUR41,000 (around Lm17,300).
Three of the bidders are well known in Malta, also being linked to the major telecoms companies. PWC are the auditors of Melita Cable plc, KPMG are the Auditors of Maltacom plc while Ernst and Young are the auditors of the communications authority itself. The MCA’s mandate requires it to collect data on a regular basis from operators that participate in the electronic communications market, e-commerce and postal operations.
The amount of data collected is massive and is gathered from all operators covering information about their subscribers, revenue, traffic volume, financial information and network architecture. Such information is also regularly collected by corresponding telecommunications regulators within EU states. Statistics are also published as part of a comparative analysis. The MCA wants to select a firm that will advice it on the most feasible and suitable system for gathering, storing and analysing the data and eventually disseminating it. |
