MCA conference on eSecurity and national strategies

A vast number of initiatives are being undertaken with a view to increasing the level of security in our daily use of ICTs in recognition of the fact that increased security will have a direct positive impact on the attainment of the social and economic benefits that the information society brings about. These initiatives involve a very wide-ranging set of stakeholders having diverse objectives and representing governments, regulatory bodies, dedicated agencies, industry and consumer groups. Ensuring coherent and coordinated action by these various players in order to secure effective results and a real increase in the level of security at a national level is a challenge that every nation faces.
In order to address this challenge, a two-day conference is being co-organised by the Malta Communications Authority and the European Network and Information Security Agency (ENISA) on the 30 November & 1 December 2006. The conference will be held at the Westin Dragonara Resort. Air Malta has also been appointed as the official carrier for the conference speakers and international delegates. Pan-European in scope, the conference will seek to identify best practice aimed at raising the level of network and information security at a national level and discuss possible mechanisms for ensuring coherent action between stakeholders in this respect.
The topic will be discussed within the context of upcoming developments at a global and EU level, as well as the Tunis Agenda for the Information Society. Relevant to these discussions will be actions arising from the i2010 initiative, the Commission’s strategy for increased security in electronic communications, as well as possible regulatory developments emanating from the 2006 Review of the EU Regulatory Framework for Electronic Communications presently underway and the EU’s High Level Group on Internet Governance.
Day two of the conference will address industry, government and user-related security issues in three separate workshop sessions. These sessions are designed to elicit the views of participants and draw conclusions, which will be fed into a concluding plenary with the objective of identifying key priorities to be tackled at a national level, as well as mechanisms for ensuring effectiveness and coherence on implementation.

Who should attend
The conference will not deal with specific technical issues and is targeted at the broadest constituency of stakeholders having diverse objectives. These include: electronic communications national regulators, government entities with responsibility for IT security, including CIIP, senior managers with responsibility for overall enterprise governance, electronic communications network and service providers, entities with responsibility for awareness-raising at an enterprise/end-user level, consumer groups and educators.
